Actions that affect the outside world pass through the approval gate
Applying, sending a scout message, moving someone through the process—no write that affects the outside world is carried out unless it passes through a human approval gate. The default is deny. Approval is not a blank check; it stands only within a limited scope for a specific party or posting, and can be revoked at any time.

The AI's proposal waits, unexecuted, until a human decides. For 1 minute or 1 month—there is no mechanism that rushes you with a deadline.

Decisions are recorded with the approver and the reason
Every decision is recorded with who decided and why. Even if it's later reversed, that is an append, not an overwrite—the whole history remains, designed so it can't be quietly erased after the fact.
