Classification of business categories
Use for internal job postings and internal transfers
Use for internal job postings and internal transfers within the same legal entity (whether self-hosted or hosted) is understood not to constitute job placement, worker recruitment, or recruitment-information provision under the Employment Security Act. For this form of use, we understand that no license or notification is required.
Mid-career hiring marketplace
The mid-career hiring marketplace, where you meet external candidates, is understood to constitute a specified recruitment-information provision business (which is notification-based).
We do not provide job placement (mediation)
matchwire does not engage in any act that constitutes job placement (mediation). We do not provide functionality that mediates working conditions between the parties or that takes part in forming an employment relationship. We provide no more than the provision of job and candidate information and functionality for the parties to interact directly with each other.
Statement of usage fees
The Ministry of Health, Labour and Welfare guidelines that took effect in April 2025 (as amended by MHLW Notification No. 318 of 2024) require recruitment-information provision businesses to disclose usage fees in advance, among other things. matchwire discloses its usage fees in line with these guidelines.
- We do not take fees from individuals who work (job seekers). Candidates are always free (a permanent policy).
- The usage fees for companies and organizations are always disclosed in the public pricing table. Before you apply, we state the price, the conditions under which charges apply, and the method of cancellation.
- Payment doesn’t affect visibility. Whether you have purchased credits, and how many remain, doesn’t change search results or match rankings.
- We don’t lure applications or job changes with cash incentives such as congratulatory payments.
Public disclosure of business information
In accordance with Article 43-6 of the Employment Security Act, we publish information about the operation of our recruitment-information provision business.
Measures for accurate display
Under the Terms of Service, corporate users are obliged to keep job information accurate and up to date, not to make false or misleading displays, and to reflect the end of a recruitment or changes to its content in the job information without delay.
matchwire does not alter and provide recruitment information without the consent of the client that provided it.

Measures for the management of personal information
We maintain rules for handling personal information, manage access privileges, encrypt communications, and take other security control measures. Details are set out in the Privacy Policy.
Main matters used to determine display order
The display order of matches and search results is determined by the fit between a job’s content and the candidate’s registered information and preferred conditions, and by the wishes of both parties. Behavioral data such as browsing history is not used to determine display order. Whether or how much money is paid has no effect on display order.
